Managed by the Bureau of Land Management within the campgrounds near BLM Land — White River Field Office, Cow Creek Dispersed sits roughly 30 minutes from town along a bumpy dirt road that can challenge lower-clearance rigs. A water crossing near the information kiosk adds another variable, particularly during spring runoff when high clearance may be necessary to reach the main camping area. The kiosk itself has two or three flat, open parking spots that reviewers consistently describe as well-maintained and close to the creek.
The road continues several miles deeper into the drainage, but conditions deteriorate quickly and 4WD becomes necessary beyond the first couple of miles. Campers who have explored further report animal bones, downed fencing, and bear tracks, so awareness of wildlife is warranted. Cow Creek itself can provide fresh running water when flowing, though there are no toilets, potable water, or other amenities on site. No cell service on AT&T has been noted. Alcohol is permitted, campfires are allowed, and the area is open to pets.
One recurring note worth knowing: the land is active grazing territory. As Karla L. found out firsthand, "semi trucks loaded with over 10k sheep showed up." Sheep are released onto the range for the summer months, so timing and tolerance for that environment matter. Some trash and glass have been found at the site. Campers wanting a more developed alternative can look at Hubbard Mesa West to the southeast.
