Penny Pines sits in Mendocino National Forest above Upper Lake, reached by a rough dirt road that filters out most casual visitors. The campground draws a consistent OHV crowd, with dirt bike riders the dominant user group and OHV trails circling the sites. Campers not interested in motorized recreation may find the noise a deterrent, particularly on weekends. Pit toilets, fire pits, and picnic tables are on-site, and pets are welcome. Deer Valley Campground is a nearby alternative for those wanting a quieter setup.

In Upper Lake, CA, at the intersection of State Rt. 20 and Main St., take Main St. 0.9 miles to Elk Mountain Rd. (a.k.a. County Rt. 301 and Forest Rt. M1). Turn left onto Elk Mountain Rd and go 14.1 miles to campground on left.
