Looks like a trailhead parking lot, but there is a dirt road back into the forest that leads to an unpublicized campground. Probably because it is no longer maintained by USFS and doesn’t have a vault toilet. But there are numbered sites with fire pits and picnic tables. All you need is a recreation pass. No other fees.
