Highway noise from adjacent I-15 and passing trains creates a constant backdrop at Cottonwood Campground, though multiple campers report the sound becomes white noise after dark. The campground sits within Willard Bay State Park, offering full hookups and covered picnic areas just a five-minute walk from the lake's swimming beaches.
Sites feature spacious pull-through and back-in configurations with electric, water, and sewer connections. Each site includes a pavilion-style cover over the picnic table, fire ring, and charcoal grill on a paved pad. The campground provides two loops—one without hookups and another with full services. Restrooms and shower facilities serve each section, with newer buildings in some areas offering clean facilities and free hot showers.
Willard Bay's freshwater lake supports swimming, fishing, and watercraft rentals through the state park. A nature trail winds through the campground grounds, connecting to a playground and leading toward Eagle and Pelican beaches. Campers frequently spot deer, barn owls, and various waterfowl around dusk, though the proximity to water brings significant mosquito populations that "were relentless" according to one visitor despite bug spray and deterrents.
The campground enforces strict 3 p.m. check-in times and assigns sites upon arrival rather than allowing selection. Staff typically accommodates requests for site changes when possible. T-Mobile users report strong 5G coverage with three to five bars. "Clean bathrooms with free showers were a plus," notes Dan M., who has stayed multiple times for interstate travel stopovers.
Cottonwood works well for RV travelers seeking convenient highway access and lake recreation, though light sleepers may prefer more remote camping destinations around Willard away from transportation corridors.
Description
Willard Bay is a freshwater reservoir located 12 miles northwest of Ogden on the flood plains of the Great Salt Lake. An earthfilled dike and natural shoreline make up the 20-mile enclosures. The dike is officially named the Arthur V. Watkins Dam, for a former U.S. Senator from Utah who was essential in getting the Weber Basin Project passed through congress in 1949. The area had a need for a reservoir to store surplus water from the Ogden and Weber rivers that could later be pumped out and used on farmlands.
