Housing Unit not a Rv campground

Upon arrival climbing the steep road that leads to the campground is a disturbing looking neighborhood you drive through to get to this place. One you make it in the place looks nice but after a few hours of checking the surrounding you notice a few campers and an area of permanent campers and a sign “DO NOT ENTER”. Ok so I get it they want privacy. The place has many cabins also which looked vacant but as the day got later we noticed a bus pull in and a dozen people exiting the bus and walking to the cabins. Then another bus and same thing. Drop of and leave. It looks like these people are bus into town to work at the hotels and buses back at night. Nobody bothered us but just to see that was once a campground has turned into a housing unit for hotel workers. No mention of that anywhere and in the morning the buses arrive and the people line up at the bus stop and go to work. Just seems odd to me and advertising the place as a RV campground.
