Though the roads to/from I-40 are fairly dusty, they aren't significantly difficult to drive and the distance from any thoroughfare makes this campground much quieter than Kaibab Lake, which is much closer to Williams AZ. Our site was on the edge of the campground, as far from the lake itself as we could manage, and beyond the site's perimeter was undeveloped open pine woods. Even though the CG was almost full that night, this was the quietest place we camped in four overnights in the Four Corners area and we plan to return.
I'm not sure if the CG host ever came by, but our reserved site had our name on it, no problem, and all the sites seemed well spread out. There was an RV in a site across the paved access road, but the CG was not at all full and the only nearby noise came from an occasional vehicle entering or leaving the camping area. The area is open pine forest and the camping sites all sit above the main highway, US-191. We heard a few cars driving by during the night, but not many. I'd be happy to stay here again.
Camping in the time of COVID-19 changes things. The CG hosts were friendly, however, and campers kept their distance. Vault toilet was clean and sites were comfortably spaced apart. Most sites are in a fairly open pine forest. Our loop had more RVs than anything else, but everyone observed quiet hours. It would have been wholly peaceful, but SR-64, which heads north to Grand Canyon Village, lies only 400 yards to the east and carries traffic all night long, if sporadically. Maybe in an RV you wouldn't notice, but we were tent camping and were awakened several times by larger vehicles. Still, the meadows surrounding the campground were (in early June) thick with wildflowers.
